Artificial intelligence can drive development and a more just and sustainable future, but it also poses challenges such as inequalities, gender gaps, and risks to human rights. In this context, UNESCO, CAF, and regional partners have promoted the Ministerial Summits on the Ethics of Artificial Intelligence in Latin America and the Caribbean.

These efforts and allowed progress in the implementation of policies aligned with the UNESCO Recommendation on the Ethics of AI.

This space has become the the region's main political and technical forum to discuss AI regulation and governance, promote cross-sector collaboration and position Latin America and the Caribbean in the global conversation on AI.

The next Summit will be held in October 2025 in Santo Domingo, Dominican Republic, reaffirming the region's commitment to ethical and inclusive technological development.

SUMMIT

Santo Domingo will host the Third Ministerial and High-Level Authorities Summit on the Ethics of Artificial Intelligence in Latin America and the Caribbean.

Santo Domingo, June 30, 2025 – The Third Ministerial and High-Level Summit on the Ethics of Artificial Intelligence in Latin America and the Caribbean will be held on October 2 and 3, 2025, in Santo Domingo, Dominican Republic. This high-level meeting is organized by the Government Office of Information and Communication Technologies (OGTIC) of the Dominican Republic, the United Nations Educational, Scientific and Cultural Organization (UNESCO), and CAF – Development Bank of Latin America and the Caribbean.

The summit consolidates its position as the main regional forum for political dialogue on artificial intelligence, with an ethical, humanistic, and rights-based approach. This year, the meeting will bring together government leaders, international experts, representatives of the private sector, civil society, and multilateral organizations, with the aim of strengthening regional cooperation and advancing the implementation of public policies aligned with the UNESCO Recommendation on the Ethics of Artificial Intelligence.


The Summit will continue the commitments adopted in Santiago de Chile (2023) and Montevideo (2024), deepening the work of the Regional Working Group on AI, created after the first edition and coordinated with the support of CAF and UNESCO. Key topics will be addressed, such as AI governance, regulation, human rights protection, the application of AI for sustainable development, and inclusive strategies that consider the technological and social realities of Latin America and the Caribbean.

Ernesto Fernández Polcuch, Director of the UNESCO Montevideo Regional Office, noted that “this forum reaffirms the collective leadership of Latin America and the Caribbean in global debates on artificial intelligence. Advancing ethical and participatory governance frameworks is essential to ensuring that AI benefits all people, leaving no one behind.”

The summit will be held in person and will feature open broadcasts for virtual participants. The full program and logistical details will be published soon.
